LED lights can be installed on the interior or exterior of your Dodge Neon. Not everyone is a fan of these after-market add-ons, especially the police: Antonio Gabellone of Lee Myles Autocare warns fans of LED lights to install a switch that will turn your LED systems on and off separately from the rest of the vehicle's electrical system, so you can avoid tickets or fines. Two of the most common ways to install LED lights are under your Neon or as replacement headlights.
Instructions
Installing Under-Mounted LED Systems

Purchase your LED system from an auto parts store. You can choose between a system that comes in a single color, or one that changes colors periodically. Most systems will come with an LED tube that emits the light as well as the proper wiring to connect it to your Neon's electrical system.

Disconnect your Neon's battery. This will protect you from any shorts in the system. Make sure the vehicle is parked on a flat surface with the parking brake firmly on. Place wheel blocks underneath all four wheels to keep it from rolling.
Slide underneath the body of your Neon and choose a location for installation. Bring your Neon's owner's manual with you so you can easily identify the parts. You don't want to drill into a fuel, electric or brake line. Instead, look for metal components that are part of the Neon's chassis instead of a crucial operating system.

Mark the installation location with a pen, pencil or chalk.

Drill the first set of brackets into place (the exact size and shape of these brackets will vary based on the style and brand of LED lights you have purchased). Slide the LED tube into the brackets, then mark the location for the second set of brackets. Remove the LED tube, and drill the second set of brackets into place.

Slide the LED tube into place between the two sets of mounting brackets; the side of the tube with the wires on it should be facing the front of your Neon, so it is closer to the electrical system. Make sure the LED tube is secure; it should not shake at all once in place. Readjust the brackets as needed until you have an absolutely secure fit.

Find a location to place the distribution block. The website "All Neon Car Lights" recommends installing this block as high up in your engine's compartment as possible to protect it from moisture; if you live in a cold environment, the website suggests installing the block on the inside of your vehicle.

Connect the wires from your LED tube or tubes to the outputs on top of the distribution block. You may need wire extensions (provided with most LED lighting kits) to help the wires reach.

Find a spot to mount a digital control panel on the interior of your Neon. This is the panel that will allow you to turn the LED system on and off separate from your vehicle. Mounting the panel on your Neon's dashboard or on the center console are both good options.

Slide the panel's wires through the engine firewall and into the engine compartment. Avoid drilling a new hole into the firewall and look for the existing hole where your electrical components (such as for your Neon's radio) go through.

Connect wires from a digital control panel to the input portion of the distribution block. Next, connect the power wire from the panel to an in-line fuse, and attach that fuse to the positive side of your Neon's battery. That fuse should be located no more than 18 inches from the battery. Connect the grounding wire to the Neon's chassis to protect from electrical shock.

Reconnect your Neon's battery, turn on the vehicle and test your new LED system.
Installing LED Headlights

Make sure you select a headlight assembly that fits your vehicle's make, model and year.
Purchase your new LED headlights. The 2005 Neon--the last year the model was manufactured by Dodge --- uses 9007 bulbs, which come in either halogen or xenon. To install LED lights, you'll have to purchase not just the LED bulb but the headlight assembly unit, as well. Assembly units are specifically shaped for the make, model and year of your vehicle, so make sure you select a unit that fits the year in which your Neon was manufactured (see Resource section). This example is for the 2005 Neon.

Pop the hood of your vehicle. Locate the headlight assembly units at the front corners of your vehicle. Each should have three screws attaching it to the crossmember; use a Phillips head screwdriver to loosen and remove these screws. Disconnect your vehicle's battery for the remainder of this task.

Remove the old headlight assembly from the Neon; it will still be attached to the vehicle with wires.

Disconnect the wires from your old headlight assembly and reattach them to your new headlight assembly. Exact steps will vary based on the brand and style of replacement assembly you have selected.

Slide the new headlight assembly back into place, making sure the wires are not left exposed. Screw the assembly back onto the vehicle. Reconnect the new battery, and turn your Neon on to test the lights.

Tips & Warnings
You can use the same basic premise found in Section 1 to install LED lights anywhere in your vehicle. Once you have attached the LED lights to the desired part of your Neon, you will have to connect its wires to the distribution block, control panel and ultimately the battery in order for it to be functional.
Replacing your Neon's headlight assembly with LED-compatible technology is the same as replacing the unit with a basic replacement; the fact that you're using LED lights does not change the steps of the basic process.
Always disconnect your vehicle's battery before working on any electrical system.
Use protective eyewear and gloves whenever you are working on your vehicle, especially when working underneath your vehicle.
